When the trigger device is triggered, the liquid carbon dioxide in the storage pipe is heated to be gaseous carbon dioxide. The fixed pressure energy releasing device is arranged at a discharge port of the storage pipe. When the pressure exerted on the fixed pressure energy releasing device reaches a preset value, the discharge port of the storage pipe is opened, and the gaseous carbon dioxide in the storage pipe is released.
