The permeability meter comprises a barrel-shaped high-pressure barrel, wherein the high-pressure barrel penetrates through an upper seat and is fixedly arranged on a lower seat; the upper seat is fixedly connected with the lower seat into a whole through bolts; a high-pressure air chamber, a high-pressure punch, a pressurized piston, a coal body test-piece groove and a radical displacement sensor are sequentially arranged on the high-pressure barrel from top to bottom; a high-pressure nitrogen cylinder, an air inlet pipe, an axial pressure pump and a confining pressure pump are respectively arranged at two sides of the high-pressure barrel; the axial pressure pump and the confining pressure pump are respectively communicated with the lower end and the periphery of the high-pressure barrel through pipelines, so as to apply pressure on the upper and lower part and the periphery of the coal body in the coal body test-piece groove; an air outlet pipe and a flow meter are arranged at the lower end of the lower seat; the flow meter is used for metering the gas passing amount when air is discharged from the air outlet pipe; and pressure gauges are arranged on the pipelines of the air inlet pipe, the air outlet pipe, the confining pressure pump and the axial pressure pump.
