The outer sleeve comprises a first sleeve body and a second sleeve body. The second sleeve body is connected with the first sleeve body in a penetrating mode, and one end of the first sleeve body is sealed by the second sleeve body. A containing cavity is formed between the first sleeve body and the second sleeve body. The inner sleeve is connected with the containing cavity in a penetrating mode, and the other end of the first sleeve body is sealed by the inner cavity. The inner sleeve can rotate relative to the outer sleeve. The contact surface of one of the inner sleeve, the first sleeve body and the second sleeve body is provided with a groove. The fluid is filled and sealed in the grooves. Therefore, the rotation speed when the inner sleeve and the outer sleeve rotate mutually is slowed down.
