The device for manufacturing the fuel coal through the sludge is easy to operate and low in cost, and comprises a sludge storage bin, an assistant adding device, a combustion improver adding device, an agitator and a finished product forming and transferring device. The sludge storage bin, the assistant adding device and the combustion improver adding device are connected with the feeding end of the agitator, and the discharging end of the agitator is connected with the finished product forming and transferring device. The sludge storage bin is connected with the feeding end of the agitator through a sludge conveying device, and the sludge conveying device is connected with a sludge metering device. The assistant adding device comprises a storage tank, and the storage tank is connected with an assistant metering device through an assistant conveying device. The combustion improver adding device comprises a combustion improver bin, the combustion improver bin is connected with the feeding end of the agitator through a combustion improver conveying device, and a combustion improver metering device is arranged between the combustion improver conveying device and the combustion improver bin.
