The device comprises a sieving mechanism which comprises a stander, a sieve bracket, a cylindrical first-stage sieve, a cylindrical second-stage sieve and a driving motor, wherein the sieve bracket is fixedly arranged on the stander, the cylindrical first-stage sieve and the cylindrical second-stage sieve are arranged in the sieve bracket, and the driving motor is used for driving the sieve to rotate; a mechanical arm is arranged between a feeding hole of the first-stage sieve and the driving motor and comprises a first air pressure cylinder and a second air pressure cylinder; the first air pressure cylinder and a second air pressure cylinder are synchronously operated, and the stroke of the first air pressure cylinder is smaller than that of the second air pressure cylinder.
