Through an energy storage function under the condition of low loads and the energy releasing function under the condition of high loads of the large energy storage tank, the centralized heat supply and cold supply combined system with the energy storage tank can balance energy loads, reduce the installed capacity, reduce substantial adjustment needed by load change, improve the economy, and improve the reserve capacity of a centralized heat supply or cold supply system. The centralized heat supply and cold supply combined system is characterized by comprising the energy storage tank, and the energy storage tank is connected with a heat source heat supply network heat supply system through a first pump valve pipeline, and is connected with a cold source cold supply network cold supply system through a second pump valve pipeline.
