A first damping cavity is formed in the base to serve as a shaft hole of the rotating shaft and used for the rotating shaft to rotate therein. A rotating core is arranged at one end of the rotating shaft, the interior of the first damping cavity is coated with a grease layer enabling smooth constant damping force to be generated between the rotating core and the base, and the rotating shaft is provided with a sealing ring.
