The separating, purifying and recovering device comprises a gas inlet filter, a draught fan, an exhaust filter, a gas filter, an ammonia absorption film, a circulating tank, a circulating pump, a liquid heat exchanger, an absorbent tank and an absorbent pump. The inlet of the gas inlet filter is externally connected with an ammonia-contained industrial waste gas source. The outlet of the gas inlet filter is connected with the gas inlet of the draught fan. The exhaust opening of the draught fan is connected with the gas inlet of the exhaust filter. The exhaust opening of the exhaust filter is connected with the gas inlet of the gas heat exchanger. The gas outlet of the gas heat exchanger is connected with the gas inlet of the ammonia absorption film. The cooling water inlet of the gas heat exchanger is externally connected with an inlet water source. The cooling water outlet of the gas heat exchange discharges cooling water. The tail gas outlet of the ammonia absorption film discharges tail gas reaching the standard. The absorbent outlet of the ammonia absorption film is connected with the absorbent inlet of the circulating tank. The pure water inlet of the absorbent tank is externally connected with a pure water source. The outlet of the absorbent tank is connected with the water inlet of the circulating tank through the absorbent pump. The outlet of the circulating tank is connected with the liquid heat exchanger through the circulating pump. The outlet of the liquid heat exchanger is connected with the absorbent inlet of the ammonia absorption film.
