The cable well lid hoisting device comprises a portal, two parallel guide rails which are arranged in the front and back direction, four wheels which are arranged at the four corners of the portal respectively and arranged in the two guide rails, a lever in through connection with the portal, and hooks installed at one end of the lever and used for hooking the cable well lid. The portal and the lever are arranged, by means of the lever principle, when the cable well lid is opened, manpower can be saved, and the safety of workers can be guaranteed; when the hooks hook the cable well lid, the cable well lid can be moved and reset conveniently through the wheels and the guide rails.
