The system comprises a gas heat regenerator, a desulfurizing tower, a boiler blower and a phase-transition thermo-siphon heat transmission device, wherein the phase-transition thermo-siphon heat transmission device uses afterheat of non-desulfurized flue gas from the gas heat regenerator to heat air supplied by the boiler blower; the phase-transition thermo-siphon heat transmission device comprises a plurality of heat transmission units; each unit comprises a heat-absorbing pipe row and a heat liberation pipe row; the heat liberation pipe rows and the heat-absorbing pipe rows are connected through upper link boxes, lower link boxes, upper link pipes and lower link pipes to form the heat transmission units in which heat transmission working mediums circularly flow; the heat liberation pipe rows are arranged in air supply pipes of the boiler blower; the heat-absorbing pipe rows are arranged in flue gas exhausting pipes from the gas heat regenerator .
