The power supply circuit is in connection with the drive circuit; the drive circuit is in connection with the scintillation circuit; the scintillation circuit is in connection with the stroboscope lamp; the signal conversion circuit converts photosignals of the stroboscope lamp into electric signals. The stroboscope lamp velocity measurement sensor employs a non-contact design, is flexible to install, has strong practicability, and can match current GIS velocity measurement states and accurately measure GIS shaft rotation.
