The rotating disk is a cross made of tubes whose cross section is in a rectangular shape. The four tubes of the cross are respectively internally provided with drawing tubes whose cross section is in a rectangular shape. The top surface of the cross is provided with a vertical shaft tube on which wires can wind. The upper end of the lifting bar is connected with the central position of the bottom of the rotating disk through a bearing. The lower end of the lifting bar is inserted in the vertical cylinder. The wall of the vertical cylinder is provided with a screw which can fasten the lifting bar. The bottom surfaces of the four tubes of the cross are respectively provided with a chute slot. The lower part of the drawing tube is provided with a fastening screw which can move along the chute slot. The diameter of the rotating disk can be adjusted through the drawing tube, and height of the rotating disk can be adjusted through the screw on the wall of the vertical cylinder. The pay-off rack prevents material loss caused by cutting a cable since diameter of the rotating disk is small. The base is designed in a frame in the shape of a Chinese character mi or an annular frame, so that stability of the rotating disk is improved.
