The system comprises a server, a display screen, a coin receiver, charging wires, joints, a solar panel, a rotating shaft, touch buttons, a glass window, a banknote receiver, a 2nd-generation ID card inductor, power boxes, a voice unit, a keyboard and a bankcard receiver, wherein the server is internally provided with a central control system, the top of the server is provided with the solar panel, the glass window is arranged outside an operating area, an operating plate outside the glass window is provided with the 2nd-generation ID card inductor and the keyboard, fee-paying ports and the display screen are arranged inside the glass window, the lower portion of the server includes a charging area, and the voice unit is arranged at one side of the server.
