The device comprises an active carbon reacting zone and a settling zone, wherein the active carbon reacting zone comprises a jet flow aerating system; the jet flow aerating system comprises at least one jet flow aerator and a water pump; a water inlet of the water pump is connected to the lower part of a pond cavity of the active carbon reacting zone through a water pipe, and a water outlet of the water pump is connected with an opening in the upper end of the jet flow aerator through a pipeline; a water collecting weir is designed at the upper part, adjacent to the settling zone, of the active carbon reacting zone; the upper end of a flow guide cylinder is communicated with the bottom of the water collecting weir in the active carbon reacting zone, the lower end of the flow guide cylinder is placed in the center of the pond body of the settling zone, a filler layer is positioned at the upper part in the settling zone, one end of a sludge exhaust pipe is positioned at the settling zone of the center of a sludge bucket, and the other end of the sludge exhaust pipe is connected with a sludge pump.
