A water outlet of the reservoir is connected with a water inlet of the water pump through a pipeline, and a water outlet of the water pump is connected with a water inlet of to-be-cooled equipment through a pipeline; a water turbine, a water distributor and vanes are arranged in the cooling tower, the water turbine comprises a shell, an impeller, a first water inlet, a second water inlet and a water outlet, and the first water inlet and the second water inlet are opposite in liquid inflow direction; the vanes are arranged at the top of the cooling tower and connected to the center of the impeller through a transmission shaft; the booster pump pipe network is used for boosting liquid flowing out from a water outlet of the to-be-cooled equipment and enabling boosted liquid to be branched into two flows flowing towards the first water inlet and the second water inlet of the water turbine; the water outlet of the water turbine is connected to the water distributor of the cooling tower, and a water outlet of the cooling tower is connected to the reservoir.
