The sound-and-heat insulation layer at least comprises an inner heat insulation layer and a sound insulation layer. The sound insulation layer is composited outside the inner heat insulation layer which is attached closely to an outside wall of the power equipment. The sound-and-heat insulation layer is characterized in that the inner heat insulation layer is at least composed of foam materials formed by foaming or an asbestos layer, and the sound insulation layer composed of at least a layer of rubber or regenerated rubber or polyvinyl chloride (PVC) or rubber and plastic in a compositing manner is composited on the outer side of the inner insulation layer; a stealth materials layer made of at least one layer of carbon-carbon materials is further composited on the outer side of the sound insulation layer.
