The structure comprises a tube plate, wherein tube holes are formed in the tube plate; the tube holes comprise thick tube holes for accommodating pressing sleeves and thin tube holes for accommodating fluoroplastic heat exchange tubes; chamfers are arranged at the connecting parts of the thick tube holes and the thin tube holes; the fluoroplastic heat exchange tubes are inserted into the thin tube holes of the tube plate; one ends of the fluoroplastic heat exchange tubes are expanded at the connecting parts of the thick tube holes and the thin tube holes to form expanding openings matched with the chamfers; one ends of the hollow pressing sleeves are provided with end heads matched with the expanding openings of the fluoroplastic heat exchange tubes; the pressing sleeves are inserted into the thick tube holes of the tube plate; the pressing sleeves are connected with the inner walls of the
