The pneumatic weight applying device includes a frame and a driving device arranged on the frame, the power end of the driving device drives a top plate to perform reciprocating rectilinear motion in the vertical direction, a tray for holding a counterweight is hung on the top plate, one end, between the top plate and the tray, of a hanging rod is fixed on the tray, the other end penetrates through the hole in the top plate and extends out, a position-specified nut is arranged on the extend-out end, and the hanging rod is capable of naturally sliding in the hole of the top plate. The pneumatic weight applying device can apply weight to or reduce weight from a counterweight carriage of a winder, and is simple in structure and convenient to use.
