The phases of the capacitor body are formed by connecting a plurality of equal-capacity charging elements in parallel respectively. The capacitor body controls a main controller through a control circuit. The parallel lines of the equal-capacity charging elements are connected with a three-phase single-throw switch in series. The main controller is connected with a reactive load monitoring device, a switch control member and a fault alarming device. The low-voltage double-capacity capacitor is formed by connecting the three-phase single-throw switch in series with a traditional constant-capacity three-phase capacitor. In the turn-on state, the capacity of the capacitor is maximal. When the three-phase single-throw switch is in an off state, the capacitor is reduced.
