The triple effect dust collecting air cleaner comprises a draught fan, a two-phase closed thermosiphon system, a cooling water heat exchanger, a water dust collecting cleaner, a refrigerating system, a compressor and a water valve. The thermosiphon system comprises a heat pipe evaporation section, a heat pipe circulation path and a heat pipe condensation section. An evaporation section of the refrigerating system is placed between the heat pipe evaporation section and the heat pipe condensation section. The water dust collecting cleaner is composed of water screen meshes, and is placed before a condensation section of the refrigerating system and behind the cooling water heat exchanger. The water valve is arranged between the evaporation section of the refrigerating system and the condensation section of the refrigerating system. The cooling water heat exchanger is placed behind the heat pipe evaporation section. The draught fan is placed
