The system is characterized in that the intelligent heat exchanger is arranged between a kiln tail heat recovery boiler II section steam pipeline and a last-stage steam inlet of the turbine, and a steam inlet of the intelligent heat exchanger is communicated with a kiln tail II section steam outlet pipeline. Low-grade hot steam exhausted from a kiln tail is absorbed to heat water of a heating system, and the aims of energy saving and emission reduction are achieved.
