The device disclosed by the utility model comprises a ringlike diffusing pipe and a diffusing pipe bracing structure, wherein the diffusing pipe is mounted on the periphery of a wind wheel of the fan, and section of the ringlike diffusing pipe adopts any lifting airfoil type. Furthermore, a ratio between the throat area of the ringlike diffusing pipe and the discharge area of the diffusing pipe is 1:1.5-3; and the diffusing pipe bracing structure is a fan tower barrel.
