According to the technical scheme, a heat-insulated tank is installed on a chassis truck; a breather valve, a charge port and a manhole are formed at the top of the heat-insulated tank; a settling basin is arranged at the bottom of the heat-insulated tank; a three-way ball valve is installed in the settling basin; a ball valve operation rod is connected to the valve rod of the three-way ball valve; the ball valve operation rod is arranged below the outer side of the heat-insulated tank; and a discharge tube is connected to the three-way ball valve.
