The device comprises a water tank, a centrifugal pump, a first water collecting tank and a second water collecting tank, wherein the water tank is connected with the centrifugal pump through a water inlet pipe; the top of the water tank is connected with an evacuating device; the evacuating device comprises a vacuum pump; the water tank is connected with the vacuum pump through a vacuum device pipe; a water tank air inlet pipe is arranged on the water tank; and the vacuum device pipe is connected with an installation valve group. According to the closed pipeline device, the vacuum pump is a water ring vacuum pump, a first water-steam separator is arranged on the vacuum pump, a submersible pump is arranged in the water tank and is connected with the water inlet pipe through a submersible pump pipe, parameters of the same water pump in different environments can be tested, the parameters of the water pump under a normal condition ca
