The photovoltaic power generating device is connected with the charging control device which is connected with the vanadium battery; and the vanadium battery is connected with the discharging control device. The charging control device comprises a charging controller, a power unit module, a charging current detecting module, a photovoltaic voltage detecting module, a vanadium battery voltage detecting module, an ambient temperature detecting module, a confluence control module, an alarm module, a communication interface, a keyboard and a displayer. The discharging control device comprises a contravariant power unit, a filtering unit, a contravariant control system and a communication interface. Compared with the prior ar
