The tg Delta of an upper joint C1 of the CVT and a capacitance testing terminal are reversely connected; the upper-end lead A of the C1 is grounded; the lower-end lead B of the C1 is connected with a high-voltage core wire; the lower-end lead C of a middle joint C2 is connected with a high-voltage shielding wire; the Delta of the CVT is grounded; and an XL is split. The lower joint C1 of the CVT is positively connected. The middle joint of the CVT is positively connected; and a tested power supply bears the current of two capacitors that are arranged in parallel.
