The device comprises a lampshade, a battery power system and a fixing device, wherein a luminous tube is arranged in the lampshade; the interior of the luminous tube is filled with gas that can give off red light or blue light in electrifying; the luminous tube is sealed and is implanted with an electrifying body; the battery power system is a silver-zinc electron; and the lampshade, the battery power system and the fixing device are bonded into one body that is hung or clamped at the full position such as the button of clothes and trousers by the fixing device.
