Zusammenfassung:	Disclosed is a communication manager, which is used to resolve communication problems of an intelligent protective measurement and control unit on a fore layer on site and a DCS or a host computer in a power plant. The technical scheme includes that the communication manager is composed of two processors, serial port circuits and an Ethernet controller chip, wherein eight-way structures of the serial port circuits are identical, the two processors all utilize Rabbit 3000, four groups of receiving and transmitting terminals such as RX0 and TX0, RX1 and TX1, RX2 and TX2, and RX3 and TX3 of each processor are respectively connected with four intelligent measurement and control protective units through four serial port circuits, the first processor is further communicated with the host computer or the DCS through the Ethernet controller chip, and the other group of receiving and transmitting terminals RX4 and TX4 of the second processor is connected with the other group of transmitting and receiving terminals TX4
