Zusammenfassung:	A retractile image coding/decoding apparatus using a water ring scan device, includes: a basic layer coding apparatus for coding the inputting image frame of the basic layer, generating bit stream of the basic layer and sending the bit stream of the basic layer to a decoding apparatus; an enhanced layer coding apparatus for coding the inputting image frame of the enhanced layer by using the water ring scan device and started from at least an origin of the water ring, generating enhanced bit stream and sending the enhanced bit stream to the decoding apparatus; a asic layer decoding apparatus for receiving the bit stream of the basic layer from the basic layer coding apparatus, and resuming the image frame by performing the basic layer decoding; and an enhanced layer decoding apparatus for receiving the bit stream of the enhanced layer from the enhanced layer coding apparatus, and resuming the image frame by performing the decoding of enhanced bit stream from the origins of the water ring.
