The completely degradable water retaining mulching is produced with high activity BHA produced through solid fermentation and waste industrial starch residue from biopesticide enterprise. The production process includes the steps of crushing BHA material, solid fermentation under the action of fungi, yeast and other microbes, pre-treatment of waste industrial starch residue, forming mulching, etc. The completely degradable water retaining mulching has wide use, low cost, capacity of protecting natural environment, and capacity of preserving soil moisture.
