Valve for safety valve of tank for storing and carrying oil or chemical substance, and device for preventing valve seat from being freezed and/or ruptured

Disclosed is an apparatus for preventing a valve and a valve seat of a safety valve from being frozen or ruptured to allow the safety valve to smoothly operate when an oil-tanker or a vessel for transporting chemical substance is on a voyage in a cold area. The apparatus includes a casing 10 enclosing a valve body 103 of a gas discharging valve 100 and fixed to a protruded portion 103a of the valve body at an upper portion thereof; a first steam pipe 30 connected to a steam supplying pipe of the vessel, primarily passed through the casing 10, spirally wound around an outside of the valve body 103, secondarily passed through the casing 10, and coupled to a joint 40 of the casing 10; and a second steam pipe 50 connected to the joint 40, primarily passed through an auxiliary casing 111 of a vacuum releasing valve 110 to allow steam passed through the first steam pipe 10 to flow into the second steam pipe 10 to flow into the second steam pipe, wound around a rod 112, secondarily passed through the auxiliary casing 111, and coupled to a steam recovering pipe of the vessel.
