Zusammenfassung:	An unwanted packet is not delivered to a user terminal to enhance the transmission efficiency. A station side communication interface unit (11) sends and receives a packet between the station and a subscriber, or sends filter setting data and receives filter status data. A subscriber side communication interface unit (21) sends and receives a packet between the station and the subscriber, or receives filter setting data and sends filer status data. A terminal address management unit (22) obtains the address of a connected terminal from the terminal and manages it. A packet filter unit (23) performs a filtering processing of a packet sent from a station device (10), for the terminal based on at least one of delivery information, registration information, and filter setting data.
