Zusammenfassung:A means for controlling EUDCH user sending upgoing request signal, including steps: Node B calculates general speed control parameter of the upgoing signal of the EUDCH user in next cycle; NodeB broadcasts the parameter to users; EUDCH user designs whether its TTI sends upgoing request signal according to the general speed control parameter before he sends upgoing signal to change the TFC subset which is controlled by the NodeB, if it can sends, TTI sends the upgoing signal, if it can not, TTI does not send the upgoing signal. The invention can equipped user signal general speed control parameter according to the current surveying RoT and EUDCH user and control the probability that EUDCH user sends upgoing-dispatching signal flexibly.
