Device and method for generating time clock pulse

The device includes a count value sequence generator, a reference count value generator and a proportional counter. The method includes following steps. A first clock pulse and a reference clock pulse are provided. Signal frequency of the first clock pulse is Ps, and signal frequency of the reference clock pulse is Pr. Based on a preset count value Ns, the count value sequence generator responds to the first clock pulse. Every Ns/Fs period, triggering of the reference clock pulse signal generates a count value so as to form a count value sequence. The reference count value generator responds to the count value sequence and the reference clock pulse signal to generate a reference count value Nr. The Nr is equal to the difference between the latest count value in the count value sequence and previous count value in k intervals divided by k (larger than or equal to 2). The proportional counter responds to Nr and the first clock pulse signal to generate an output clock pulse signal.
