Zusammenfassung:The invention relates to an offshore wind power plant electricity-hydrogen hybrid energy storage planning method considering multi-time scale fluctuation stabilization. The method comprises the steps of obtaining offshore wind power time sequence output data, and extracting an initial fluctuation component after preprocessing; splitting the initial fluctuation component into fluctuation components of different time scales by using an improved self-adaptive modal number variational mode decomposition method; performing initial electro-hydrogen energy storage distribution by using the modal distribution coefficient matrix model; quantifying the costs of the sea-land electricity and hydrogen energy storage in each stage of the life cycle by using a sea-land electricity-hydrogen hybrid energy storage system full life cycle cost model; and utilizing the sea-land electricity-hydrogen hybrid energy storage system capacity two-stage planning model to complete sea-land electricity-hydrogen energy storage planning, whe
