Video splicing and decoding gateway system and method

The invention provides a video splicing and decoding gateway system and method. The method comprises the following steps of: accessing a main IP (Internet Protocol) in the video splicing and decoding gateway system and an IP of original splicing and decoding controller equipment into the same local area network for intercommunication; the IP address of the original splicing decoding controller equipment is reconfigured so as to adapt to an IP address field in the local area network and communicate with a camera signal in the local area network; the video splicing and decoding gateway system receives and converts camera data into a streaming media format, the splicing and decoding controller is bound with a network port of the splicing and decoding gateway system, the data in the streaming media format are distributed to the splicing and decoding controller through the bound network port, the splicing and decoding controller decodes the received data, and the decoded data are sent to the video splicing and dec
