Downlink congestion control optimization

Methods, systems, and devices for wireless communication are described. In some wireless communication systems, a receiving device, such as a user equipment (UE), may reduce packet congestion associated with communications via a radio access network (RAN) between the receiving device and a transmitting device, such as a server. The receiving device may measure a congestion metric associated with receiving a data packet from the transmitting device via the RAN. The congestion metrics may include a RAN congestion metric, and a transport or application layer congestion metric associated with a network connection between the receiving device and the transmitting device. The receiving device may estimate packet congestion at the receiving device from the measured congestion metric. The receiving device may modify connection parameters of the network connection based on the estimated packet congestion.
