A method of controlling propulsion of a water vehicle is disclosed. The controller forms data regarding pitch angles of the at least two foils, which are rotatably attached to the foil wheel, based at least on the angle variable eccentricity of the at least two foils and a rotation angle of the foil wheel. The variable eccentricity rate is limited at a portion of the rotational angle of the foil wheel.
