The invention discloses an implantation device and an implantation system. The implantation device comprises a shell, a puncture needle, a push needle and a driving mechanism. A first opening is formed in the end part of the shell along the first direction; the puncture needle is movably arranged at least in the second direction, at least part of the puncture needle extends out of the shell through the first opening, and a containing cavity is formed in the puncture needle; the push needle is inserted into the containing cavity and is movably arranged relative to the puncture needle and the shell at least in the first direction.
