The microelements B and Nb are introduced, B and Mo are dissolved in a Nb (C, N) precipitated phase, and a (Nb, Mo) (B, C, N) precipitated phase is formed; the crystal boundary segregation effect of B is used for inhibiting sigma formation, so that a crystal boundary precipitated phase is reduced and finer; through slow cooling, heat preservation and aging treatment, fine and dispersed distribution of (Nb, Mo) (B, C and N) is further regulated and controlled; and meanwhile, precipitation of the Mo-containing precipitated phase at the grain boundary is delayed, and Mo precipitated phase grains are reduced.
