The system comprises a pressure recovery device used for performing depressurization power generation by using high-temperature and high-pressure return water generated by a turboset to obtain depressurized high-temperature return water; the first heat recovery device is used for carrying out reduced-pressure evaporation on the high-temperature return water subjected to pressure reduction to obtain first steam, second steam and cooled return water, and conveying the first steam to a first heat supply user; the second steam is conveyed to a second heat supply user; and the second heat recovery device is used for heating condensed water generated by the turboset by using the cooled return water to obtain return water cooled again, and conveying the return water cooled again to a condensed water well for cyclic utilization.
