Comprising a steel strip, a first flux-cored layer and a second flux-cored layer, the first flux-cored layer and the second flux-cored layer have the same components and are prepared from the following raw materials in percentage by mass: 25-35% of high-carbon ferro-chrome; 5%-10% of molybdenum powder; 1%-5% of ferrovanadium; 9%-15% of niobium powder; 5%-7% of manganese powder and 3%-4% of aluminum powder; the sum of all the components is 100%.
