A metal powder forming method for forming a metal powder (M1) by cutting the surface of a metal workpiece (1), the metal powder forming method being provided with: a plastic working step for forming a metal powder (M1) by cutting the surface of the metal workpiece (1); forming a second surface (S2) having a plurality of protrusions (30) arranged in at least one direction on the first surface (S1) of the workpiece (1) by means of a plastic working tool (10); and a cutting step for forming the metal powder (M1) by cutting the plurality of protrusions (30) with a cutting tool (20). 金属粉末形成方法是通过对金属制的被加工件(1)的表面进行切削而形成金属粉末(M1)的金属粉末形成方法，其具备如下工序：塑性加工工序，在该塑性加工工序中，利用塑性加工工具(10)在被加工件(1)的第1表面(S1)形成具有至少排列在一个方向上的多个凸部(30)的第2表面(S2)；和切削工序，在该切削工序中，通过利用切削工具(20)切削多个凸部(30)来形成金属粉末(M1)。
