Comprising the following steps: 1) carrying out pre-deoxidation when steel flow is seen during tapping of an electric furnace; (2) lime, synthetic slag and aluminum blocks are added in the tapping process; 3) transferring the molten steel to an LF refining furnace for power transmission slagging and diffusion deoxidation; (4) after smelting in the LF refining furnace is completed, slagging-off operation is conducted, molten steel is transferred to a VD furnace to be smelted after slagging-off operation is completed, and vacuum treatment is conducted; and (5) after vacuum breaking of the VD furnace, calcium wires are fed for light calcium treatment, and soft argon blowing is carried out.
