The electrical steel comprises the following chemical components: less than or equal to 0.005% of C, 3.20-3.80% of Si, 0.30-1.50% of Mn, 0.15-0.80% of Al, less than or equal to 0.02% of P, less than or equal to 0.005% of S, less than or equal to 0.0050% of N and less than or equal to 0.0050% of Ti. The manufacturing method of the electrical steel comprises the steps that a casting blank containing the components is prepared, heating and hot rolling are conducted on the casting blank, normalizing and acid pickling treatment are conducted, cold rolling, complete recrystallization annealing, flat rolling and coating liquid coating and drying curing are conducted, the annealing temperature ranges from 700 DEG C to 1050 DEG C, the annealing time ranges from 60 s to 300 s, and the flat rolling reduction rate ranges from 1% to 10%.
