The invention provides a start-stop control circuit and a vehicle. The start-stop control circuit comprises a flameout control circuit; the first end of the flameout control circuit is connected with one end of the key gate circuit after the power-on ON line is disconnected; the second end of the flameout control circuit is connected with the other end of the disconnected ON line; the flameout control circuit further comprises a flameout control end used for receiving a flameout control signal. The flameout control circuit is used for enabling the first end and the second end to be in a conduction state in an initial state; and under the condition that a flameout control signal is received through the flameout control end, the first end and the second end are controlled to be disconnected, and vehicle flameout is achieved.
