The invention provides an emergency task allocation method and system for urban moving target blocking, and the method comprises the steps: constructing a selectable blocking action task region according to an urban road topological structure and concerned moving blocking target advancing information collection; calculating task action resources required for blocking the target in each selectable blocking area; based on resource requirements, selecting an optimal blocking task area; based on the optimal blocking task area, predicting the state and time of the concerned moving target reaching the optimal blocking task area; based on the optimal blocking task area, the state and the time, forming a matching relationship between the task resource and the mobile blocking target; and based on the matching relationship, determining the latest task execution time of the task action resource. By determining the matching relationship between the task resource and the target, the concerned moving target can be accurate
