The invention provides a two-stage vacuum pouring device and process for ammunition charging, the device comprises a pouring cylinder, a pouring tank and a buffer pot, the buffer pot, the pouring tank and the pouring cylinder are communicated through an upper discharge pipe and a lower discharge pipe, the upper discharge pipe and the lower discharge pipe are respectively provided with a pneumatic pinch valve, a pouring faceplate is installed at the top end of the pouring cylinder, and the buffer pot is connected with the upper discharge pipe and the lower discharge pipe.
