The preparation method comprises the following steps that soluble pentavalent antimonate is obtained, the soluble pentavalent antimonate is dissolved, a first component is obtained, and the temperature for dissolving the soluble pentavalent antimonate is 70 DEG C or above; dissolving lead nitrate to obtain a second component; mixing and stirring the dissolved first component and second component according to a molar ratio of 1: 1; adding an alkali component until no new precipitate is generated, and standing; and washing to be neutral, drying and filtering.
