The catalytic cracking bifunctional metal deactivator comprises the following raw materials: 5%-30% of a metal component, 10%-40% of a first ligand and 15%-40% of a second ligand, the first ligand is alcohol, the second ligand is ester, and the metal components are two of calcium, magnesium, aluminum and lanthanum. The preparation method comprises the following steps: dropwise adding nitric acid into a system containing a metal component precursor, and stirring for a period of time to obtain a first solution; dropwise adding a first ligand into the first solution, and stirring to react for a period of time to obtain a second solution; and dropwise adding a second ligand into the second solution, and stirring to react for a period of time to obtain the catalytic cracking bifunctional metal deactivator.
